I am uncertain of the correct punishment for a delivery of methamphetamine, one gram or more but less than four grams (F2) in a drug free zone. The delivery was made within 1000 feet of a youth center. Under 481.134(b), the punishment for the offense is increased to a first degree felony range. Under 481.134(c), the punishment is increased by 5 years and the maximum fine is doubled. Do both provisions apply to an offense near a youth center, making the range 10 to 99?
