Our Sheriff received a request from a law firm in Austin asking for a color picture of an inmate at our jail. Does the Sheriff have to send them the picture? The inmates are photographed when they are booked-in and the picture is usually on the book-in sheet. Does this make a difference?

Booking photos are almost certainly public records. The request should be treated as an open records request and the photo released. Hope this helps.
