I have seen several cases and am aware of many other allegations. They involve school booster clubs for the most part. Almost invariably, the cases involve poor cash handling practices and poor book keeping, which means the crimes were easy to commit, hard to detect, and harder to prosecute. I guess to prevent it, every officer needs to review the books, require multiple signatures on checks, and absolutely no reimbursement ever without receipts and accounting for items. Everybody thinks you don't need to do that until they realize there is $50,000 or so missing... and the kids don't get to go on the trip for which they raised the money. | |||
