Reading CCP 59.06(b), it looks like a motor vehicle should transfer to the law enforcement agency and "certificate of title shall issue to the agency." Is that how most counties are operating, or is the vehicle in the county's name, with the understanding that it is solely for the use of the law enforcement agency? And if the vehicle is in the county's name, is it clear how it is to be sold, by Sheriff's auction or in compliance with Local Government Code 263.152? Any advice would be greatly appreciated.
