Can a Sheriff trade weapons that have be forfeited to his department for new guns, supplies, etc? How about trading those weapons for a credit for future purchases?

It may depend on the language of the forfeiture order. If your forfeiture order specifies that the weapon is awarded to the Sheriff's office for "destruction or official use" then I think the order is broad enough to allow an exchange or credit.
