Why does the court enter into it?

PC 38.11(d) prohibits possession of a DW in a correctional facility (3F).
PC 46.035(b)(3) prohibits CHL carrying in correctional facilities (3F).
PC 30.06(e) allows you to place one of those signs on your jail for CHL Trespass (Class C/A).
PC 46.02 generally prohibits handguns, illegal knives, and clubs as UCW (Class A).

The kerfuffle over court-based prohibitions should have no effect on any of that, unless I am missing something.
