What was the purpose of adopting an official county road map?

I thought one of the aims was to clean up all the bits and pieces of roads? The Kunefke decision seems to contradict this.

Please, help if you can.

Roads listed on the County Road Map are presumptively classified in the manner listed. However, if there is a prior written acceptance, that could trump the county map.

As I recall, Calhoun County did NOT have a county road map, which could be grounds for differentiating between that case and your situation.
