Our county, in conjunction with TXDOT, built a visitor's center complete with public restrooms available 24 hours a day. The local chamber of commerce spearheaded the effort and garnered the funds to complete the project. The terms of the agreement with TXDOT and the chamber included a 10 year lease to the chamber to operate the visitor's center. The county owns the land and the building and cleans and maintains the premises. The building is insured under the county's policy, but the chamber reimburses the county for the annual premium. The 10 years is up in January, and the chamber wants to enter into a new 10 year contract to lease the building and have the county continue to provide cleaning and maintenance services. Is this allowed? Does it need to be put out for bids? What other issues am I missing? | ||
