In a CPS case wherein both parties are found indigent, is the county required to pay for requested court reporter transcripts before appeal? Does the judge have the authority to order the reporter to provide the transcripts w/out reimbursement? i.e. before final judgment a party requests transcripts of previous hearings.

I know the indigent parties are entitled to the transcripts, but it is difficult to find authority as to payment pre-appeal. Tex. Fam. Code 109.003 makes it clear that the county pays for appellate transcripts but it does not address pre-appellate issues.
