Traditionally, we have paid our precinct workers without worrying about withholding, SS and the like. The auditor has returned from a seminar claiming that she must now do this.

These folks work less than 20 hours, and most are senior citizens on fixed incomes.

What are the rest of you doing? We are about to have a riot.....

We use an outside temp agency to find, screen and pay our temporary election workers. They take care of all withholding and taxes, but include all of those incremental expenses in the hourly rate they charge the County. The surcharge added by the temp agency to cover their overhead/profit is part of their competitive bid.

We run them as temps on our payroll system, primarily because what constitutes taxable and untaxable is more difficult to correct after the check has been cut. You might be a poll worker checking registrations, but if you decide to run supplies somewhere you might be taxable, etc. We found it easier (ie: more cost effective and less risk to the county) to ensure compliance this way. It was not without some pushback from some of our election workers when we converted.
