From time to time the road crews of the commissioners will damage a phone line or the like. The commissioners always tell me that the line was not buried deep enough and therefore they don't think the County is responsible for the cost to repair. Recently some of the phone or cable companies are pushing back claiming that the depth requirements in the Government Code don't excuse the County from liability. I am looking for any advice or guidance this List might give me as I start to dig into the research (no pun intended).
