Looking for relevant statutes, case law, and AG opinions on these two questions:

Are local governments required to break down the scoring for competitively bid projects? I know it's common practice to list the criteria and relative points for each.

If not otherwise required, if a local government included scoring criteria and point breakdown in the solicitation, would they have to follow through and use that to award the contract or could they allow committee members to simply list the respondents in order of preference without specifically assigning points to the various criteria?
