If I want to file a SAPCR case on behalf of a client, against Texas Department of Child Protective Regulatory Services (CPS), whom do I serve the lawsuit on?

In short, my clients have temporarily lost custody of their children (2), pursuant to an agreed upon safety plan, but my investigation shows that CPS is way out of line and is going to drag its feet.

I don't think TDCAA is the right forum to ask how to serve CPS since CPS could very easily be represented by the DA/CA's.

That's fine. I was hoping a DA could verify that I need to have the local DA served, if that's proper.

Agree with Versel; CPS / APS are our clients, but that does not mean that we are the appropriate persons for service.
