Is a commissioner the exclusive custodian of the buildings in his Precinct? Can he contract without Commissioner's Court Authority to "lend out" buildings for specific events (i.e. elections)

County buildings are owned by the county, not specific precinct and aside from a few exceptions (sheriff commissary as an example) no county official can contract on behalf of county--only Commissioners Court.
