I was hoping to get some guidance on prosecuting mass gathering permit violations. Has anyone actually had to try a mass gathering case? We are having issues with local trail rides and subsequent, unregulated parties.

If so, would you mind sharing your charging instrument and any suggestions/advice on the matter?

We are particularly concerned with proving the 2,500 person element.

Any guidance would be greatly appreciated.
