Can we regulate this? I don't think so from what I'm finding. Any input from anyone would be appreciated.

F.A.R. 103 governs ultralight aircraft and prohibits operation over "congested areas...or open area assembly of persons." FAR 103.15.

Wouldn't that help? Also, designating certain areas as nofly zones might be useful.
