Child who is in foster care is detained on a burglary charge. We are filing a petition and are going to have a detention hearing. The child's parents have relinquished their rights, so the child is in the managing conservatorship of CPS. Who/how should I plead a name for a parent or guardian? Just name the Department?

I name the kid's caseworker and the dept., such as: "John Doe and TDFPS"

It should be the assigned caseworker who has to come to court, but also covered if another caseworker has to come in their place.
