Can the parents of a child under 10 years of age be held criminally responisble for the conduct of their children in the aspect of disorderly conduct. Specifically, I have a mother who is condoning the use of abusive language used by her 9 year old daughter. What I would like to do is issue the mother a DOC citation, however, not sure if it would fly.
