Juvenile commits 2nd degree felony at 14.
Reported when Respondent is 17.
Directive Issued and detained.
Released.
Sits in our office while we are reviewing evidence 7 - 8 months. (Possible recorded confession but you can't hear it on tape)
Mean time - Juvenile turned 18.
No Petition was filed (missed the date)

Anything that can be done?

Can't use 51.0412 because a petition wasn't filed.

Can't use 54.02(j) because juvenile was only 14 when he committed a 2nd degree. Might also have other hurdles under 54.02(j).

Actually miscalculated he was 16. So 54.02(j) would apply.
