Putting together a presentation for patrol officers on do's don't's of talking to suspected gang members on the street/collecting tat photos etc...

Any suggestions recommendations? Such as legal authority etc...Other than CCP Ch 61? Have looked through Texas Violent Gang Task Force site and links.

We have some eager officers and I just want to guide them in the right directions.
