TDCAA TDCAA Community Appellate Sanctions for Repeated Filings of Applications for Writs of Habeus Corpus?

I'm having to file a response for the state on what is this applicant's fourth application for a writ of habeus corpus. The person has a life sentence and apparently enjoys spending his time filing these applications. The grounds on the present application have been heard and denied in each of the previous applications. We'd like to have him sanctioned. Does anyone out there know what's available sanction-wise, or know what we'd tie our request to sanctions to? We're particularly interested in trying to have TDCJ sanctions attached if possible, (ie:loss of commisary privileges)because we think that's likely to make the most impact in stopping the behavior.
