TRAP 28.1(a)--State's Appeals accelerated?

Okay, sitting here rereading the new rules, and it looks to me like State's appeals are now considered accelerated because they must be perfected in less than 30 days. I wonder if that has any unintended consequences?

That rule applies only to civil appeals.
