The territorial jurisdiction of Texas courts in criminal cases is set out in Section 1.04 of the Penal Code. Pertinent to the question, Texas has jurisdiction if an act committed outside the state has a result that is an element of a Texas offense, if conduct committed outside the state constitutes an attempt to commit an offense in this state, or if conduct committed outside this constitutes a conspiracy to commit an offense in this state.
