I seem to recall that there was a bill enhancing the punishment for someone who rips off an elderly person, but can't find it in the Penal Code. Did it not pass or am I just missing it?

Section 31.03 (f) (3), Penal Code. Ripping off old people, what is going on in your jurisdiction anyway? (Sorry just kidding)

Not just an old person, but a 97-year-old frail widow who was going to use the $2,000 to buy new hearing aids! Talk about jury appeal.
