 Business sells welding supplies.  Particulary, compressed gases in cylinders.  The cylinders are to be returned once the customer is through with them. Customer signs "contract" (which I have not seen) and credit is extended.  Now, accounts are unpaid (which believe to be a civil matter)and cylinders are not returned.  Is the failure to return the cylinders a theft of service?  | ||
