I can't say that I disagree with Rep. Hughes assessment that "those nonviolent offenders should be out working, paying restitution to their victims". But the problem is they are merely out and generally not working and certainly not paying much of anything. I also wish Sen. Whitmire would go ahead and include what I have put in bold in his statement, so everyone could really understand what he is saying: "There's becoming a realization that you don't need to send everyone to prison, even if they commit a felony offense and are unwilling or unable to comply with many of the terms of probation. You need to [use] prison beds [only] for the most violent, dangerous criminals." I feel certain more community supervision officers is the answer (or at least the one that costs the State the least). Let the restitution roll.
