We have a local police department that has implemented the STEP program. Under this the department requires that the off-duty officer MUST write six citations during a six hour shift on a scheduled day off. If the officer does not write the required number of citations the officer will not receive the STEP compensation. What are the legal ramifications of this? Meaning: if someone is complaining about the citation writing requirement will this be a civil matter for the person to sue the department OR is this a DA or County Attorney responsibility?
