In Texas, how would you charge this?

Prosecutors filed a single misdemeanor charge Wednesday afternoon against a high school teacher accused of urinating in a cup during a freshman math class at Cesar Chavez High School in Delano.

The basic facts:

Burglar breaks in and steals a laptop computer. Two days later he is caught under suspicious circumstances; consent to search leads to discovery of stolen laptop in trunk of car. Car is occupied by burglar and sister. Sister says, not mine, he put it there this morning. Burglar tells police to go pound sand.

Two weeks later sister approaches police to change her story. Swears she bought it from some unknown dude in a grocery store parking lot.

Sister is later arrested on a warrant for burglary. Less than an hour after being booked calls police and says wants to tell truth. Goes back to original story, with more details. When asked for proof that she is telling truth, leads police to two letters kept in her home.

One of the letters from burglar/brother in jails pleads with her to lie for him, tells her the story to tell, how to tell it, etc. This story is the one she gave to police about the unknown dude in the parking lot.

Burglar/brother says lie for me, she does. No conferred benefit, no coercion.

What crime (other than false report)were/was committed by either burglar/brother or sympathetic sister? Inquiring minds want to know.

Brother:

1) Burglary (Okay, you gave me that one.)
2) Theft (Might be misdemeanor, based on value of laptop.)
3) Unlawful possession of ID information. (If that type of info on laptop. This one might be a little creative.)
4) Tampering with a witness.

Sister:

1) False report.
2) Perjury.
