We are having a lot of trouble getting pen packs on criminals who have been sentenced to the state jail system... Sometimes we get them and other times we get a letter which says we have to contact the county of conviction. Anybody else having this problem? If so, any ideas on how to improve the chances of getting state jail pen packs?

All I can say is we have had the same experience. I am of the opinion that the records of the state jail convicts are not being maintained in Huntsville, but perhaps at the units, or perhaps not at all. I have not asked for a full explanation from anyone with TDCJ, but I guess the local sheriffs or district clerks will now play a role in proving up prior state jail convictions.
