Can any one tell me if a conviction for a seat belt violation is a moving violation, or counts toward the points system set by DPS? Additionally, if so,would a deferred on such a violation avoid the points penalty, if any?
Any cites you could provide would be appreciated.

I found the DPS website that says it doesn't count but thought that might have changed.
