You wonder how something so big could be overlooked until it is functioning and how little law enforcement is in contact with the happenings in the community. What else is going on undetected?
I too am trying to figure out how this could happen.
I am wondering if they chase rabbits on a horse track, because maybe the reporter got it wrong. The police report might have said that it was a bunch of studs on Viagra chasing a bunny. Bam! It�s your average collage campus.

I clearly remember a track about 1/3 that size in Parker County. It, too, seemed to be invisible until the late eighties. Or maybe folks were just looking the other way?
