Can a defense attorney who states he is resenting Defendant "A" but has not filed a notice of representation as counsel with with Court move the venue back to the original county?

The jury pool from our standpoint is tainted as everyone knows the co-defendants involved and they are high profile people. I am still looking for case law for a brief and would appreciate any advice or cases you can give to me as we want to keep venue in the adjacent county.
