Okay. Guy applies for job and gives SSAN and DOB of one victim and ID# of a different victim. This happens in 05, discovered in 07. When does statute of limitations start to run?

All criminal actions statutes run from the date of the offense, except for child sexual assault cases - in reality, they run from the day the child turns 18. Unlike civil cases, however, tehere is no "date of discovery" statute that I am aware of.
Of course, someone smarter than me will probably say I am wrong...............

I think you're okay either way. If you use Fraudulent Use or Possession of ID information it's a 7 year statute as of Sept 1, 2007. If it was 3 year statute originally, the expanded 7 year statute would have begun before the original 3 years expired.
