As a matter of general practice, does your county allow peace officers to administer the oath on a PR bond?

Yes, if done pursuant to the peace officer's duties as set in Gov. Code Sec. 602.002(15). A deputy sheriff who normally handles bonds as a part of his/her duties could do so.
