Does anyone know if there is case law defining whether or not a Job Corp campus is considered a school or educational institution according to Sec. 43.03 of the Penal Code?

Similar question: TYC facility isn't listed in 1.07 for a 38.11 violation. Can we make Marajuana at TYC a felony under 38.11? Or, should we refer this to the County Attorney for a Class A DrugFree Zone? (Does the schooling at TYC make the facility a 'DrugFree Zone'?)
