Bad enough to require prison but good enough to transfer themselves between prisons.
What do you think of the practice? I'm sure most readers don't ride the buses, but is it fair to the bus companies and more importantly the other passengers?

The admonishment was to think outside of the box. What we got, is outside of the brain.
Maybe they used the savings to pay for the $328K Air Force One New York City photo op.
Government should be restrained to what it is uniquely qualified and mandated to do. And, it should execute those responsibilities very well. Both of the above violate this axiom.
