IF you can prove he possessed with intent to utter AND knew the bill was only made so that it purported to be an issue of money, then certainly. Otherwise . . .

Probably against the person who gave it to him for the drugs D sold. So D really should go sue civilly for breach of contract for the $100 he's owed.
