One of our constables has asked about sponsoring a scouting explorer troop, with the kids being allowed to ride in the patrol cars, etc. There's nothing in the Local Government Code that would allow it, so I am a bit leery of this. Almost all of the law enforcement explorer groups I have seen in Texas are sponsored by municipal police departments, although I saw online that a Travis County constable precinct has sponsored an explorer troop. The only possible way I see one being allowed is if it could be shoehorned in as a community outreach type of thing because the constable is a peace officer. Any ideas?

I think i would be very careful. Not only is there nothing in the code allowing it, I think you open the door to some pretty major liability for your county.
